Oversees the staff and activities of the City of Redmond Wastewater Division. Manages and participates in the operation and maintenance of the wastewater treatment plant, wastewater collection system, irrigation site, and stormwater drainage facilities.
Is responsible for regulatory compliance with wastewater and stormwater regulations. These requirements include DEQ Water Pollution Control Facility (WPCF) Wastewater Permit; Reclaimed Water Management Plan; Biosolids Management Plan, Groundwater Monitoring Plan, Industrial Pretreatment Program, and DEQ WPCF Underground Injection Control (UIC) permit.This description covers the most significant essential and auxiliary duties performed but does not include other occasional work which may be similar, related to, or logical assignment to the position.
Mandatory Requirements: High school diploma or equivalent; Bachelor's degree in environmental science, public health, civil engineering, public administration or a closely related field; and five (5) years of experience, with at least three (3) of those years as a supervisor, relating to maintenance and operation of wastewater treatment and collection systems, or any equivalent combination of education and experience.
Thorough knowledge of treatments process to remove nitrogen, effluent reuse and ground water management, other methods and procedures used in wastewater collection, treatment systems, and storm water systems
Computer skills, including word processing, spreadsheet and computer process control.
Ability to interpret specific chemical and biological analysis; Ability to guide, direct and motivate employees; Ability to organize and supervise the activities of various crews performing construction and maintenance work; Ability to communicate effectively, verbally and in writing; Ability to establish and maintain effective working relationship with employees, other departments and the public.
Special Requirements / Licenses: Possession of, or ability to obtain within six (6) months from date of hire, a valid Oregon driver's license. Must have a safe driving record.
Oregon Department of Environmental Quality (DEQ) Wastewater Treatment Operator Grade IV certification, or ability to obtain within 5 months of hire.
Oregon DEQ Wastewater Collection Operator Grade IV certification, or the ability to obtain within 5 months of hire.
Desirable Requirements: For desirable requirements to be considered, one must have met the minimum requirements noted above: Four (4) years verifiable work experience in a municipality
Master's degree in environmental science, public health, civil engineering, public administration or a closely related field
