This is highly specialized work for a municipal public utilities department performing tasks required for the efficient operation of the City's 100% Water Reclamation Facility to ensure that it meets or exceeds federal, state and local permit requirements for effluent and/or bio-solids quality. Under the direction of the Utilities Manager, the WRF Lead schedules jobs, assigns tasks and coordinates all aspects of each operation ensuring safety, work efficiency, cost efficiency and timely completion of assignments.

Essential Duties and Responsibilities
Operates and manages a Washington State Class-III Certified Wastewater Treatment Plant, overseeing the general operation of the Class "A" Water Reclamation Facility and the Class "A" Reclaimed Water distribution system including the Demonstration Site Class "A" Reclaimed Water Facilities.
Supervises the work of operators, maintenance workers or other staff as assigned to operate the wastewater treatment plants and their related facilities and equipment.
Schedules and prioritizes work at the treatment facilities. Determines appropriate methods, materials, and equipment required to perform necessary operation, maintenance and repair work.
Assists the Utilities Manager in conducting performance evaluations by providing day-to-day observations of work performance, and in making personnel recommendations.
Oversees and operates the adjustments of all equipment and controls, start and stop pumps, turn valves, and operates electric switches and dial controls to maintain assigned process operations within prescribed standards.
Assures proper operation and maintenance of treatment plant systems and equipment.
Supervises and implements the NPDES Permit requirements including sampling, reporting, limits and regulations.
Supervises the WRF State Laboratory Certification, including the SDS notebook and the proper disposal of hazardous materials
Oversees and monitors biological and chemical processes directing appropriate changes and implements, updates standard operating procedures throughout the facility.
Supervises, operates and maintains the Reclaimed Water System which includes the 100% Class "A" Water Reclamation Facility and the distribution system in accordance with State regulations including sampling, testing and reporting.
Prepares periodic reports in compliance with federal, state and local requirements.
Responds to, documents and reports to proper federal, state or county agencies any spills, bypasses or permit violations.
Responsible for maintaining asset inventory management of the WRF equipment and supplies.
Operates a wide variety of tools and equipment, including vehicles and heavy equipment.
Assures that all requirements of the City's National Pollutant Discharge Elimination System permit are met.
Assures that all safety procedures are followed and that proper safety equipment is provided and used.
Performs other duties as assigned.
High school diploma or GED and a Washington State Department of Ecology Class-III (or higher) Wastewater Treatment Plant Certification is required. A minimum of 5 years of work experience operating in a wastewater treatment plant is required. At least two years of supervisory/lead work experience is highly desired. Training in chemistry, biology, electronics, process control and mechanical and electrical maintenance is desired. Class B Commercial Driver's License is required at time of hire and must be maintained for duration of employment. New employees with out-of-state CDLs must obtain Washington CDL within 90 days of date of hire. Traffic control flagger certification is required and must be maintained for duration of employment. CPR/First Aid certifications are required and must be maintained for duration of employment. The ability to work varied shifts and to respond to emergency call outs within 45 minutes is required.
