The Ramona Municipal Water District (District) is seeking community-focused, self-motivated, and proactive candidates for the position of General Manager (GM). The GM position is a full-time, at-will position under contract reporting to a five-member elected board of directors.
The ideal candidate is a collaborative, strategic leader willing to embrace challenges while continuing to provide high quality, reliable, and cost-effective services to the community of Ramona. The candidate should have an entrepreneurial spirit and possess good time management skills. He/she will personify integrity, build trust, and have excellent communication skills. The candidate must demonstrate successful collaboration and conflict resolution in a leadership role. The GM will lead the District in developing a culture of community service and transparency for the Board and its constituents. The GM will foster a culture of teamwork with District staff personified by shared decision-making and a family-like atmosphere.
Overseeing an operating and capital budget of approximately $43 million and 51 full-time employees, the GM provides leadership to District water operations, wastewater operations, engineering, and administrative services. The GM will take an active role in developing and maintaining positive and productive relationships with governmental agencies, external organizations, and key stakeholders in Ramona such as the Planning Group, Chamber of Commerce, Fire Council, School Board, and large homeowner associations.
Service Area and Services:
The District boundaries encompass approximately 45,800 acres (75 square miles) in the unincorporated area of Eastern San Diego County. The District provides services to approximately 10,000 water meter connections on 7,000 urban parcels and 3,000 rural parcels with an approximate population of 40,000 people. The District purchases, distributes, and sells on average 4.0 MGD of potable water supplied 100% from San Diego County Water Authority (SDCWA). The District operates two autonomous sewage treatment plants, San Vicente and Santa Maria, with a capacity of 0.8 and 1.0 MGD respectively, both of which produce and distribute recycled water.

Qualifying Education and Experience:
The position requires a bachelor’s degree in engineering, public or business administration, finance, or another relevant field of study AND several years of progressively responsible senior executive level management experience in the operation and maintenance of a public or private institution. Working in or leadership of engineering, project management, water or sewer operations and maintenance is desired. The successful candidate will be able to demonstrate the ability to prepare and manage operations budgets, possess written and oral communication skills, effectively collaborate, and resolve conflicts with the public, governmental agencies, District Staff and Board members. The candidate will be capable in oral and written communication utilizing Office 365, social media, and video mediums. Knowledge of or experience working within Federal, State, County and local laws is advantageous but not initially required for candidates.
